No, it can only be measured by the project managers that they lead. A good PMO leader will take the massed skills and knowledge of such project managers and take them in the right direction for the business and for the projects.
Just think of the project managers you have in your PMO, add up the number of years that they have had all together in project management. Chances are that you won’t personally have anywhere near that level of experience, so use what you all can share and lead them to success.

‘You're only as good as the people you hire’ – or in the case of the PMO, the PMO leader is only as good as the project managers that they inherit, recruit, develop, mentor, encourage and lead.
And
‘The quality of a leader is reflected in the standards they set for themselves’ – so as a PMO leader set the standards for yourself that you expect others to follow, lead by example.
And never forget those project managers.
